Affordable housing in the City of Grand Junction is defined as that which costs no more than 40% of a family’s gross monthly income for rent and utilities. Costs for mortgage, utility, taxes, interest and insurance should be no more than 48% of one’s gross monthly income for housing ownership to be considered affordable. Issues of housing affordability are a matter of comparing the costs of available housing in an area with the incomes of the population of that area. According to the U.S. Department of Housing and Urban Development (HUD), low income persons earn less than 80% of an area’s median income. Very low income persons earn 50% or less of an area’s median income. The 2017 Area Median Income (AMI) as set by HUD for Grand Junction is $66,300 for a family of four.
“Fair housing” is the name for the federal, state and local civil rights laws that protect all of us from discrimination in obtaining housing. The federal Fair Housing Act was adopted in 1968 and amended in 1988. The Department of Housing and Urban Development (HUD) is the agency charged with enforcing the Fair Housing Act. Whether people are trying to rent, buy, sell, or finance a home or apartment, as a tenant, homeowner, or landlord, rights and protections are provided by the Federal Fair Housing Act. According to HUD, impediments to fair housing choice are any actions, omissions, or decisions taken because of race, color, religion, sex, disability, familial status, or national origin that restrict housing choices, or the availability of housing choices. HUD also considers any actions, omissions or decisions that have the effect of restricting housing choices or the availability of housing choices on the basis of race, color, religion, sex, disability, familial status, or national origin to be impediments to fair housing choice. The State of Colorado also has enacted legislation prohibiting housing discrimination, and State law offers the same protections as the Fair Housing Act, with additional protections based on marital status, creed, and ancestry.
