In 1996, the U.S. Department of Housing and Urban Development (HUD) identified Grand Junction as a community entitled to receive Community Development Block Grant (CDBG) funds. Every five years the City prepares and adopts a new Consolidated Plan. Each year an annual plan is prepared detailing how funds will be spent. The overall purpose of the program is to develop viable communities by providing housing, enhancing living conditions, and creating economic opportunities for low- and moderate-income community members. Applications for CDBG funds are available in the first quarter of every year and City Council decides which of the applications will be funded. Read the full 2023 Annual Action Plan here.
