New City Clerk Joins the City of Grand Junction

The City of Grand Junction has been joined by a new City Clerk. Amy Phillips has been appointed to the position by City Manager Greg Caton and started with the organization on May 31, 2022. Phillips was one of 77 individuals who applied for the position and took part in a professional assessment process.

The City Clerk position became vacant following the retirement of City Clerk Wanda Winkelmann in January of this year. The City hired an interim City Clerk, Laura Bauer, following Winkelmann’s departure. 

The City Clerk plans, directs, manages, and oversees the operations of the City Clerk Division. Those responsibilities include maintaining the City’s official records and the City’s Code of Ordinances, conducting municipal elections, processing, and issuing liquor licenses, preparing for and staffing City Council meetings, and managing volunteer board and commission vacancies.

Phillips comes to the organization with over 22 years of experience as a municipal clerk. Most recently she has served as City Clerk for the City of Durango where she worked since 2005. She also previously served as the Town Clerk and Treasurer of Mancos, Colorado. 

City Manager Greg Caton states, “We are pleased to have Amy join our team. The City Clerk position is a key component of city government, and it was important to get the right person in the role. Amy is a leader in her field, and we are fortunate to have been able to recruit her. We look forward to her contributions to the organization and the community.”

Phillips adds, “I am very honored and excited to serve the City of Grand Junction and look forward to working with such an incredibly talented and professional team.”
